Role Description:
The Qualifications and Quality Assurance (Education and Training) Act 2012, provided Quality and Qualifications Ireland, (QQI) with responsibility for the oversight and monitoring of quality assurance processes in training and further education in Ireland. This Act set out the responsibilities that apply to the ETBs with regard to quality and accountability and the requirement to ensure a consistent quality assurance system is established which will on an on-going basis monitor, evaluate and improve, the quality of FET Programmes and services on offer. As the Irish Further Education and Training (FET) sector provides a range of education and training opportunities to over two hundred thousand people annually, the ETB FET Quality Assurance system must ensure a consistent approach to education, assessment, marking, grading, programme evaluation and stakeholder accountability to support the transparent, continuous examination and improvement of all aspects of FET.

QQI established Core Statutory Quality Assurance Guidelines, Sector Specific Statutory Quality Assurance Guidelines for the ETBs and Topic Specific Statutory Quality Assurance Guidelines for Apprenticeship programmes and blended learning to guide this process.
ETBs are in the process of transitioning from the legacy processes of the former Further Education and Training Awards Council (FETAC) and all ETBs have now completed the “Re-engagement Process” with QQI and are established as relevant providers.

ETBI has played and continues to play a key role in supporting the ETB sector in the change and transformation process of quality assurance and the FET QA Manager with the support of the FET QA Development Officer will provide a centralised support for the continued transformation and development of QA Systems and processes for the ETB FET sector

The FET QA Development Officer will report to the FET QA Manager and on occasion to the Director of Further Education and Training for the efficient performance of tasks as agreed.

Collaborative work within the ETB FET Sector and with QQI will be essential in this role and a number of Sectoral projects have been identified and are in various stages of progression:

• The Development and implementation of QA FET Governance Model
• A Model and approach for Shared Curriculum and Programme Development
• Executive self-evaluation and external review processes
• The continued identification and establishment of Collaborative Resources i.e. External Authentication Panel

Main Duties
The role of the FET QA Development Officer will include (but not be limited to) the following:

1. Support agreed projects and initiatives for the enhancement of FET QA across the ETB FET Sector.
2. Research national and international best practice and inform the identification of sectoral enhancement projects and initiatives for QA across the ETB FET Sector.
3. Develop guidelines, documentation and material/resources to support ETBs in the development and implementation of quality assured programmes, in particular with regards to QQI quality assurance and programme validation requirements.
4. Support and assist in the development and the implementation of an ETB sectoral model and framework for programme development.
5. Lead the development of an External Authentication National Panel on behalf of the 16 ETBs and report at intervals to the FET QA Manager.
6. Attend meetings and represent ETBI and/or the FET QA Manager on internal or external committees, working groups or other fora as required.
7. Engage with the ETBI Governance structures and Forums and contribute to the development of a community of practice of FET QA across the ETBS and relevant external stakeholders
8. Provide secretariat to networks as identified by the FET QA Manager
9. Maintain an external profile and work collaboratively through engagement with appropriate bodies and organisations.
10. Report progress on agreed projects and initiatives and provide feedback as required internally and externally.
