Description:
Job specification:
The post will focus in general on leading and supporting the development and implementation of the ETB Schools’ Core Values Framework. The Framework will apply to ETB primary schools (Community National Schools) and post-primary schools (non-designated schools i.e. schools with no legal agreement with any other patron, in the first instance). The curriculum will be for ETB post-primary schools only. Community National Schools already have a Patron’s Curriculum (Goodness Me! Goodness You!). The job specification outlined below is not an exhaustive list. The post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time.

Main Duties:
The role of the Educational Policy and Development Officer will include (but not be limited to) the following:

Lead and Support the development of a Core Values Framework for ETB Schools
• Lead the review of the ‘Interim Patron’s Framework for Community National Schools’.
• Liaise with external commissioned experts (currently being commissioned) to develop a consultation document to inform the Core Values Framework.
• Liaise with existing ETB primary and post-primary schools to gather evidence of best practice in relation to:
o Excellence in Education
o Care
o Respect
o Equality
o Community
o Being a multidenominational school

• Lead a consultation process with the ETB sector in relation to the Core Values Framework.
• Publish a Core Values Framework based on external commissioned work and consultations.




Lead and Support the implementation of the Core Values Framework for ETB Schools
• Design and conduct an exercise to establish a baseline for the core values work in ETB schools.
• Design and implementation plan for the Core Values Framework in consultati8on with the sector.
• Develop and deliver an ongoing ‘train the trainer’ programme to embed the Core Values Framework in each ETB.
• Provide ongoing support to Directors of Schools and other relevant staff in each ETB in relation to the implementation of the Core Values Framework.
• Develop support materials for use at ETBI, ETB and school level to embed the Core Values Framework in all aspects of school life.
• Advise and support the Directors of Schools and other relevant staff of an ETB where issues arise in an ETB school pertaining to ethos related issues.
• Facilitate ongoing Continuous Professional Development (CPD) opportunities for ETB school staff on ethos related issues e.g. CPD courses, cluster meetings, Teachmeets etc.
• Establish processes for the monitoring and review of the implementation of the Core Values Framework across ETB schools.
• Advise schools in relation to resources available to support the core values of ETB schools.


Lead and Support the development of a Patron’s Curriculum for ETB Post-Primary Schools
• Lead a consultation process on the development of an ETB Patron’s Curriculum for ETB Post-Primary Schools.
• Lead the development of an ETB Patron’s Curriculum for ETB Post-Primary schools.


Support the implementation of a Patron’s Curriculum for ETB Post-Primary Schools

Lead the implementation of a Patron’s Curriculum for ETB Post-Primary schools through:

Development of Support Materials
• Liaise with appropriate stakeholders to develop materials to support the delivery of the Patron’s Curriculum.
• Establish quality assurance processes in the development and publishing of support materials.
• Liaise with the appropriate stakeholders before publishing support materials.

Supporting Schools
• Establish processes for the monitoring and review of the implementation the Patron’s Curriculum.
• Advise and support the Director of Schools and other relevant staff in ETBs in relation to the Patron’s Curriculum.
• Establish and maintain innovative ways to support teacher engagement across ETB schools, promoting professional dialogue in matters relating to the Patron’s Curriculum.
• Advise schools in relation to resources available to support the teaching of the Patron’s Curriculum.
• Respond to queries in relation to planning and resourcing the Patron’s Curriculum.



Engagement with stakeholders and outside agencies to support and promote the ETB Patron’s Curriculum.

• Liaise with relevant internal and external stakeholders to ensure the development, implementation and promotion of the ETB Patron’s Curriculum.


Support Initial Teacher Education (ITE)
• Develop a series of lectures/workshops on ETB schools to be delivered in all colleges for ITE on the ethos of ETB schools and the Patron’s Curriculum.
• Co-ordinate the delivery of lectures/workshops in colleges for ITE when appropriate.
• Liaise with the Heads of Department in all colleges for ITE to offer advice and inputs to ensure that the ITE programmes are fully informed about the ETB school sector.


Enhance the link between Community National Schools and ETB Post-Primary schools in relation to ethos
• Collaborate with the Educational Policy and Development Officer with responsibility for leading and supporting the ethos of Community National Schools and the implementation of the Goodness Me! Goodness You! Curriculum.

Support the development of internal and external communications in relation to the core values and characteristic spirit of ETB schools.
